How Seat Upgradation Works in NEET Counselling 2026?

Free Exit in Round 1
Round 1 offers a major advantage. It is called free exit.
- You do not need to join the allotted college.
- You can leave the seat without any penalty.
- You can directly participate in Round 2.
Joining in Round 1 for Upgradation
- If you want to upgrade while holding your seat, you must join.
- You must physically report to the college.
- You must give your willingness for the upgradation to Round 2
Without physically joining the college of Round 1, you cannot retain the Round 1 seat and upgrade in Round 2.
Round 2 Seat Allotment Rule
Round 2 of NEET counselling is more critical. Fresh choice submission by eligible candidates is necessary for consideration for seat allotment during round-2.
- If the candidate does not submit fresh choice(s) during the choice filling period, they will not be considered for seat allotment during Round 2 and will retain the already allotted (joined) seat, if any.
- In case you are not allotted any seat in the second round, you will retain the earlier allotted seat in Round 1.
- However, on upgradation of a seat in the second round, the earlier allotted seat in the first round will automatically be cancelled and allotted to another candidate.
- If upgraded, then the candidate must relieve from Round-1 College and join the Round-2 allotted college
Example:
You had a seat in Round 1.
- No upgrade in Round 2: You retain your old seat.
- Upgrade in Round 2: The earlier allotted seat is cancelled.
Round 3 Seat Upgradation Rule in NEET Counselling
- Round 3 works similarly to Round 2.
- You need to report to the allotted institute during the 2nd round of allotment and submit your willingness for the third round of up-gradation
- In case you are not allotted any seat in the third round, you will retain the earlier allotted seat in Round 2.
- However, on upgradation of a seat in the third round, the earlier allotted seat in the Second Round will automatically be cancelled and allotted to another candidate.
Key Tip: You should fill in only higher choices or any other choice which you prefer over the earlier allotted seat, for the next rounds of counselling.
Automatic Cancellation of Earlier Seat

Important Conditions for Seat Upgradation in NEET Counselling

Relieving Letter is Mandatory
If you get an upgraded seat during a subsequent round, you must obtain an online-generated relieving letter from the earlier institute/college through the MCC system (issued by the college authority) before joining the next college. You will not be allowed to join the upgraded seat without this document.
Joining Upgraded Seat
After the upgradation, you need to report to the new college. You will have to complete admission formalities again and submit all the required documents. The list of documents required for admission to the allotted college is required at the time of joining the allotted Medical / Dental College:
- Allotment Letter issued by MCC
- Admit Cards issued by NTA.
- Result/ Rank letter issued by NTA.
- Category/Caste Certificate
- Date of Birth Certificate (if the Metric Certificate does not bear the same)
- Class 10th Certificate
- Class 10+2 Certificate
- Class 10+2 Marks Sheet
- Eight (8) Passport size photograph same as those affixed on the application form.
- Proof of identity (Aadhar/ PAN/ Driving Licence/ Passport)
- Other Relevant Documents
Upgradation in Same College (Category Change)
In this case as well, you must obtain an online-generated relieving letter for the earlier seat. After that, you need to obtain a fresh admission letter online for the upgraded category seat from the concerned institution. Otherwise, your seat will be cancelled and allotted to another candidate.
No Claim on Earlier Seat
Once upgraded, your earlier allotted seat will automatically be cancelled. It will be allotted to another candidate.
